OPORTUNITIES
Critical Raw Materials have become in recent times the cornerstone for the European industrial development. High technological and industrial value materials (such as Rare Earths) and the market control by major economic powers like China are a fact that places the UE in a weakness position. Regional, National and European regulation faces the hard challenge of offering a common, effective solution to the European industry, which has a high dependence of these materials. Multiscale politics able to structure the research, cooperation and development in the fields of substitution, recycling & circular economy and mining & processing are now the main UE and strategic regions’ target.
This meeting is designed to be the starting point for a common, transversal strategy. A confluence point between policy makers, industry and research agents, will guide the regulation process by bringing together all relevant stakeholders and their different approaches to this field
DISCUSS An European strategy about how to implement the Circular Economy concept and the EIP in Raw Materials implementation plan by means of Smart Specialization Strategy (RIS3)
SETUP An European-wide mirror of Regions considering Critical Raw Materials and the Circular Economy policy within their Smart Specialization Strategy (RIS3)
CREATE A large scale demonstrator between EU Regions boosting and implementing Critical Raw Materials policy, covering from primary to end-user applications, to ensure the main industrial value chains core of the economic engine.
CLUSTER AND INTERLINK Present EU initiatives in Critical Raw Materials and Circular Economy at the level of regions

The European Innovation Partnership on Raw Materials is a stakeholder platform that brings together representatives from industry, public services, academia and NGOs. Its mission is to provide high-level guidance to the European Commission, Members States and private actors on innovative approaches to the challenges related to raw materials.
The EIP plays a central role in the EU’s raw materials policy framework
COMMITTMENT MIREU
Establish co-ordination and support mechanisms among the involved EU regions and engage the other relevant EU regions and illustrate the right raw materials framework conditions based on good practices in the involved regions, including administration, land use planning, investment conditions and attracting skilled workforce. Defining the Social Licence to Operate on every region involved to plan the guidelines of a development of the tools improving communication and transparency in the production cycle. Map in and across the regions potential synergies between raw materials, value chains, market and societal players, operational synergies between R&I investments and the ESIF. Map how exploration and extraction of mineral raw materials in involved Member States are integrated in land use planning. Consider how to link land-use planning with the safeguarding valuable mineral deposits.
COMMITTMENT RAWNANOVALUE
Will create an international discussion network to interface EIP activities and efforts to introduce into the EU Nanotechnology VCs and roadmaps the concepts of resource efficiency management, Circular Economy and CRMs strategy.As a result, it will set up the framework conditions for enhanced efficiency in material use, waste prevention, re-use and recycling, and RMs efficient product design.
