Background
The provisions of the EU Charter of Fundamental Rights (CFR or “the Charter”) and the extent of the substantive content of the rights 
protected by the Charter are not mainstream subjects of legal professions in many of the Member States.
According to a preliminary investigation among project partners, the CFR is not a central tool for legal practitioners in Italy, Spain and Bulgaria. Fundamental rights enshrined in the CFR do not have an adequate impact in many areas of national law.
The project deals with the implementation of the CFR and covers both intrinsic causes of such deficiency and external pressure such as that relating to the European Law against terrorism. The project, thus, offers an opportunity for lawyers to strengthen their knowledge and understanding of the scope and application of the CFR by analyzing its application provisions such as its Article 51 and ways in which the CFR could be better implemented.
The Lawyers4Rights Project
Led by the NGO Bulgarian Lawyers for Human Rights, with a multifaceted nature and a common interest in fundamental rights, six partners from three countries, the Italian Association of Lawyers (Associazione nazionale forense, ANF), the Milan Bar Association, the Italian Federation of Liberal Professionals, the University of Burgos (Spain) and the General Council of Spanish Lawyers (Consejo General de la Abogacia Española) aim at improving the understanding of the European Charter of Fundamental Rights via specific training activities targeting lawyers. These partners have been awarded an action grant to support transnational projects on judicial training covering civil law, criminal law or fundamental rights (JUST-JTRA-EJTR-AG-2017).
Seminar
The seminar which will be held in Milano will mainly focus on two main topics: the family reunification and the antiterrorism. These two topics have been selected to analyze the European legal framework as well as the jurisprudence of the EU Courts. In the seminar held in Milano moreover the Italian case law for the application of the EU Charter will be analyzed. The seminar will be characterized by a theoretical approach on the first day presented by the speaker of Burgos University. Interpretation from English to Italian will be provided. The following days on the contrary the seminar will have a practical approach declining the Italian case law on the two selected topics.
The participants who have successfully completed the course, with the participation of minimum 80% of the total amount of hours, and passed the evaluation set by the tutors will receive a certificate as well as the recognition of n° 8 credits recognised by the Bar Association of Milano
