Article One of Royal Decree 576/2023, of 4 July, amending Royal Decree 99/2011, of 28 January, regulating official doctoral studies; Royal Decree 1002/2010, of 5 August, on the issuing of official university degrees; and Royal Decree 641/2021, of 27 July, regulating the direct award of grants to Spanish public universities for the modernisation and digitalisation of the Spanish university system under the Recovery, Transformation and Resilience Plan.
Seventeen. Subsections 1 and 2 of Article 16 are amended to read as follows: 

1. The Ministry of Universities may issue an annual call for applications to award a Doctoral Excellence Label to those doctoral programmes that demonstrate outstanding results and a high level of internationalisation. The requirements for obtaining the aforementioned label, as well as the evaluation criteria, shall be established within said call.
2. Furthermore, the Ministry of Universities may issue an annual call for applications to award an Excellence Mention for Doctoral Schools that distinguish themselves through their prestige and significant international profile. The requirements for obtaining the aforementioned mention, as well as the evaluation criteria, shall be established within said call.
