Toolkit for the Prevention of frauds in European Funds with special attention to ERDFs and FCs
In the recent years, different causes have arisen related to fraud and corruption affecting several EU countries, particularly in the form of misuse of different types of funds and public procurements, such as ERDFs (European Regional Development Funds) and CFs (Cohesion Funds).
EUMODFRAUD’s overall objective is the development of high-level comparative studies on the analysis of the factors and aspects leading to a loss of transparency of ERDFs and CFs due to misuse and diversion in public and private entities. This project is included on the Hercule III Programme, an anti-fraud European programme that aims to fight against the activities threatening European funds.
The work plan of EUMODFRAUD includes:
- A Systematic comparative research of antifraud laws and different information sources at national and EU level, including case studies.
- The development of an Artificial Neural Network (ANN) model to predict illegal activities in the management of ERDFs and CFs.
- A Map of Corruption Risk.
- Awareness raising and capacity building workshops and training activities.
- A Final Conference.
The expected achievements will be the development of a deep knowledge on the mechanisms of diversion of ERDFs and CFs and their interconnections, and the enhancement in the capacity of relevant EU bodies for the early detection of misuse of EU funds. This will be collected on a Toolkit for the Prevention of Fraud with special attention on the funds previously mentioned.
After successfully completing the EUMODFRAUD project, and given the accumulated experience, the Eumodfraud team is able to prepare Anti-Fraud Plans to obtain European Funds .
