Innovative tools and approaches for improving the prevention of fraud in the context of the NextGenerationEU funds.
Article 22(1) of Regulation (EU) 2021/241 of the European Parliament and of the Council of 12 February 2021, imposes an obligation on Member States to take all appropriate measures to protect the financial interests of the Union and to ensure, that the use of funds in connection with measures financed by the Recovery and Resilience Mechanism, complies with applicable Community and national law.
EUMODNEXT project aims to protect the EU financial interests combating fraud and corruption, making a critical comparison of the anti-fraud laws measures adopted by each Member State to, under a SWOT analysis, carry out an investigation that comes to propose standard criteria not only at national level but for the entire European Union when setting criteria for granting of NextGenerationEU funds.
EUMODNEXT project has the following specific objectives:
- To set under the spotlight the EU Member States National anti-fraud plans by developing a framework comparative analysis of the anti-fraud plans of each European country, enabling the adaption of the coming EUMODNEXT toolkit (EUMODNEXT systematic comparative research handbook).
- To put into action tools to prevent fraud in NextGenerationEU funds framework, by creating a web page using machine learning method adapted to include the possible red flags in each public procurement financed by NextGenerationEU funds (EUMODNEXT Machine Learning Red flag web page).
- To raise awareness of the policy makers on the importance of fight fraud in the NextGenerationEU funds framework, by extracting good practices and recommendations from the comparative analysis (EUMODNEXT policy recommendations set).
- To raise awareness of the legal profession and directly-related practitioners on the importance of fight fraud in the
- NextGenerationEU funds framework, by organizing a final conference to a great audience of national anti-fraud agencies, judges, lawyers, and other European institutions involved (EUMODNEXT Final Conference).”
